EU Rules
Under EU Rules, currently Goods and Services over £100,000 and Construction and Works over £4 million must be put out to general tender. Below this amount you need to ask what are the requirements of your public sector organisation prospect.
EU tendering is principally achieved through the Official Journal of the European Union. You can access details through TED –tenders electronic daily. See details at http://ted.publications.eu.int or http://simap.eu.int
Each day over 600 notices of contracts worth in excess of £2 billion are published in the OJEU.
IMPORTANT: A new EC Directive 2004/18/EC became law in the UK on January 31st 2006. Its aim is to simplify procedures and it will impact upon you as a supplier.
Provision for electronic auctions Provision for framework agreements New competitive dialogue procedures New contract award criteria Environmental and social issues
Local government will have a common approach but you may find some differences in relation to e-auctions and sustainable procurements. Read the tender documents carefully and ask if unsure! Continue to the next page on tendering or go to RESOURCES/TUTORIALS and watch and listen to the SpotLearn module on EU Rules.
